Facing Permission Warnings During Telegram APK Mobile Install

I prefer downloading apps directly rather than waiting for Play Store updates. I came across telegram apk mobile and wanted to check if anyone here has used it before.

Is the telegram apk download up to date and safe to use? Also, after doing a telegram apk install, does it automatically replace the old version without losing chats or settings? Looking forward to your feedback and suggestions.
